Clients claim that you cost too much, or that their allocation is unfair. They may demand benchmarking studies. They may even advocate decentralization or outsourcing.

You know your staff are competent and hard working, and there's no fat left to cut. Perhaps the problem is not high costs, but rather a lack of cost transparency, or vague linkages between costs and the value delivered.
