You submit a budget each year. You probably do some form of business planning. And you may publish a service catalog with rates. But these are not separate activities.

Business planning defines what your managers will deliver in the year ahead, how they'll produce it, and what resources they'll need to do so. Without an operating plan, there is no basis for a budget. And without a budget, there is no basis for rates.
