Symptom: People have the money and time, but don't use it to pursue well-focused developmental opportunities.

Sometimes resources aren't the constraint. In some cases, people don't take advantage of the opportunities for professional growth that are offered them.
In this case, the leader must sort out the obstacles to growth that people perceive.


Symptom: People aren't clear what they're supposed to be good at.

Symptom: People don't see a viable career path, and hence aren't motivated to learn new things.

Symptom: People are not present with developmental opportunities.
