Symptom: People aren't clear what they're supposed to be good at.

People may just need help learning what it is that they need to know. For them to take charge of their own development, people must have a crystal clear understanding of what they are supposed to be good at.
Structure should define jobs in terms of "entrepreneurships" -- i.e., lines of business -- so that everybody has a clear focus, an understanding of the what their specialty is.
And, for the purpose of career planning, it should be clear to people what skills are required to get ahead, and how each job contributes to their suite of skills.
