Symptom: People don't see a viable career path, and hence aren't motivated to learn new things.

One strong reason for taking the time and making the effort to learn new skills is to get ahead in your career. People may not bother if they don't see a viable career path.


Another (more generic) way to state the problem is as follows:
Symptom: People don't perceive a chance to get ahead, i.e., a rewarding career path.
