Symptom: People don't know how to plan their careers.

Once people understand that career planning is their own responsibility, it's natural to turn to management for help.
Management's job is to provide professional growth opportunities, and proactively help people plan their careers by providing tools and methods.
It should be made clear to people exactly what skills are required to get ahead in each area of the organization, and how each job contributes to their suite of skills.
In addition to providing such help to staff, management can participate in clients' career planning processes where rotations between departments are appropriate.
