Symptom: Management doesn't know how to help people plan their careers.

Ideally, each new assignment helps a person develop specific skills that were lacking in prior experiences, until their range of experiences adds up to all of the skills necessary for career progress.
To help people plan careers, management can communicate the requirements of the target job, assess current abilities and identify gaps, and then help people choose job opportunities that will enhance the skills they need to get to their goals. This requires a method of career planning, one in which managers are well trained.
Management may not offer people help simply because they don't know how to. They require training in career planning methods, and a clear map of the organization to help people sort out their opportunities.
