Symptom: The training function is not sufficiently effective.

A product isn't completely developed until the associated documentation and training is done. Good training materials requires a group of experts to assist subject-matter experts with curriculum development, plus good teamwork with the subject-matter experts throughout the organization.
The structure should define a distinct training group, and give it the resources it needs to satisfy internal demand for help. And the rest of the organization must understand that they are responsible for training, so that they'll seek the help of the training experts.


Symptom: There is no group in the organization dedicated to the training function.

Symptom: The training function exists but is not adequate to meet the demand.

Symptom: The training function is not getting cooperation from the rest of the organization.
