Symptom: The Standards Coordinator function doesn't have enough people, or people of the right level.

The job of Standards Coordinator is a subtle one. It demands proactive, forceful attention to important technical issues, and yet a facilitative style that builds consensus rather than one who takes positions or dictates answers.
The job of Standards Coordinator requires a very senior level, to attract someone who can command the respect of a wide variety of technical experts, and at the same one who can facilitate consensus. Since this function doesn't not actually produce salable products, it must be funded through overhead (subsidized by the corporation) as a general corporate asset.


Symptom: There is not sufficient funding for a high-enough level job to attract the right person.

Symptom: The job-grading system does not permit a high-enough level job to attract the right person.

Symptom: The Standards Coordinator function may be under-resourced if the value of the function is not perceived.
