Symptom: People feel unable to make the needed changes in the organization to deliver quality.

People close to the problem typically know what to do to fix it. But sometimes they feel powerless to do what's right. They may not have the resources, or the freedom to change things or propose investments.


Another (more generic) way to state the problem is as follows:
Symptom: People feel disempowered, and unable to control all they need to accomplish their accountabilities.
