Symptom: People just don't seem to care.
If people don't care whether or not they do a good job, a serious motivational problem is evident. It must be addressed before other changes will have much effect.
Another (more generic) way to state the problem is as follows:
Symptom: People in the organization are unhappy and demotivated.
