Operations groups (such as manufacturing) deliver a variety of production services. To do so, they must ensure that their capacity is adequate, flexible, efficient, reliable, and safe. They are not passive groups that do whatever product designers and marketing people tell them to do. They must proactively ensure the quality of their infrastructure in order to sell operational services to others.
