Symptom: Nobody has the full-time job of studying the latest engineering tools and methods.
To help all the Engineers succeed, the organization should include a group of specialists whose job it is to explore the science and methods on behalf of the rest of the technical community, and then teach and transfer the tools to those who do the work.
This is not a group that does everyone's learning for them. It has a field of its own: the science of engineering. For example, in I.T., this is the group that studies data modelling, languages and compilers, design tools, etc. It doesn't design the organization's products; it is a support function that develops products and services which in turn help others design the organization's products.
If this is missing, the organization will be unaware of its options for tools and methods that can help everyone else.
