Symptom: There is no group whose job is to perfect methods of benefits measurement.

internal Sales (client liaisons) within the organization should be trained in an explicit measurement method that quantifies value-added benefits. If no group has time to perfect such methods, a full-time. (internal) Sales function may not exist.
