Symptom: Needed specialists are not available within the organization.
Good people may fail if they cannot get the help and support they need from experts in other disciplines.
Accountability for every needed specialty should be placed somewhere in the organization chart. Of course, not every organization can afford to hire experts in the entire range of specialties. Where specialists are lacking, someone must be tasked with identifying external resources to fill in and managing them to the organization's standards of excellence. This also places accountability for building new Engineering groups as new technologies emerge.
If the ability to provide world-class experts on the broadest range of technologies and disciplines is lacking, in all likelihood, the structure does not have a home for every possible type of specialist.
