Symptom: Demand exceeds supply, so people cannot divert time away from customers' projects for learning activities.

The lack of learning activities may have little to do with cash flow. It may be that people are so swamped with customers' projects that they cannot take the time for learning or thinking about the future. This organization is "eating its seed corn." It will eventually be obsolete and out of business.
This indicates that the organization is having trouble reserving enough time to reinvest in the future viability of the business. Put simply, it is overselling its available resources.
