Symptom: People are not given enough time to do projects well.

People may not have time to do things right because projects are scheduled too tightly. This may be the result of poor project estimation techniques.


Another (more generic) way to state the problem is as follows:
Symptom: People are chronically overworked; i.e., there is more work expected than time available.
