Symptom: People are so busy with administrative or other less important tasks that they don't have time to spend doing their real jobs.

The internal efficiency of the organization suffers if people within the organization do the wrong kinds of tasks. Tasks can be sorted into two categories: high-leverage tasks are those which must be done by members of the organization; low-leverage tasks may be delegated to other departments or outside vendors and contractors. The efficiency and impact of scarce headcount can be improved by concentrating on only high-leverage tasks.
Outsourcing can take two forms: A group may outsource to people in the same profession outside the firm (contractors). Alternatively, a group may outsource various support tasks to other groups within the organization.


Symptom: People are not making good use of contractors.

Symptom: People are not getting sufficient internal support.
