Symptom: People get over-committed and have no time for client relations.

If people are overcommitted, then time intended for responding to new clients will be absorbed catching up on existing commitments. Somehow, people are so busy with current demands that critical business development functions are ignored.


Another (more generic) way to state the problem is as follows:
Symptom: People are chronically overworked; i.e., there is more work expected than time available.
