Symptom: People feel they're good enough already (complacence), even when they're not.

If people don't feel that their performance matters -- to the organization or themselves -- then there's little incentive to incur the risks and pains of change.
This indicates that there are no adverse consequences to poor performance, or rewards for good performance.


Symptom: People feel entitled to their jobs, regardless of their performance, and are not concerned about their productivity or costs.

Symptom: People believe they're good enough.

Symptom: People feel that management won't discipline them for poor performance or reward them for good performance.
