Symptom: It is difficult to get the priority-setting process to approve small, urgent projects.

Project approval processes -- in particular, those that involve steering committees -- may be biased to favor a few large projects over many smaller, well-focused implementation efforts. This, ultimately, reduces payoff and precludes strategic value, since strategic systems are rarely large and organization-wide.
