Symptom: The organization is not good at estimating total costs.

A formal method of estimating ensures consistency, and it becomes the basis for a learning organization. By documenting the method (perhaps as a spreadsheet), mistakes can point out additional items that can be added to the model. As it evolves the pricing model, the organization learns to get more and more accurate in its estimates.
