Symptom: People initially budgeted for time to respond to clients inquiries, but there never seems to be enough time to do so when needed.

People may have set aside time for customer responsiveness. But in spite of these well intentioned plans, when the time is needed, everybody is too busy working on current commitments.


Another (more generic) way to state the problem is as follows:
Symptom: People are chronically overworked; i.e., there is more work expected than time available.
