Symptom: People cannot get the economic resources they absolutely need to do their jobs.
If people cannot get all the resources they need to do a project, the internal economy's pricing and project estimating system is breaking down.
If people perennially cannot get the resources they need to keep up with their professions, then pricing is not providing ample overhead to maintain the organization's competence.
In either case, the internal economy is not setting aside enough resources to reinvest in keeping the business viable in the future.
