Symptom: Supply cannot expand to meet demand.

If clients are willing to pay but the organization cannot staff up to satisfy them, then staff will feel tremendous pressure to work very hard.
The right way to expand is not always by hiring additional staff. Ideally, each group will staff to the valleys, and outsource the peaks.


Symptom: There are barriers that prevent the use of contractors.

Symptom: It's too difficult to bring in contractors.
