Symptom: People underestimate the time projects will take, and overruns absorb time that should be spent developing client relationships.

If project time estimates are too low, then overruns are inevitable. Then, time intended to respond to other clients may have to be used to finish existing projects. This makes the organization appear unresponsive to other clients.


Another (more generic) way to state the problem is as follows:
Symptom: Our bids don't cover all of our costs.
