Symptom: Product developers don't create training curricula.

If product developers don't want to create training curricula, there is little that the training group can do about it. This indicates their lack of understanding of the scope of their jobs. Put another way, product developers may not understand all of the deliverables within their product line.
Documenting everyone's product line (and the deliverables within each product) is called "chartering." It is a key part of the process of developing cross-boundary work flows, since work flows can be defined as a series of contracts and subcontracts for products in people's charters.
