Training staff must be available to help product developers create curricula, as well as to deliver courses to trainees. If they are also responsible for other tasks (such as customer support or graphics arts), they won't have time to do an excellent job of training.
This indicates a job definition that goes beyond training. A clarification of the scope of the job is warranted.
