Symptom: Operations staff are not proposing new service offerings.
While Operations staff must be very good at keeping things stable, they must also extend their service offerings from time to time (when it's safe to do so).
If they think their job is strictly to run the existing infrastructure, their creativity will be constrained. Their concept of their mission and product line should be expanded.
