Symptom: It's hard to know which standards should apply to each project, or to find out what's been decided.

The Standards Coordinator should publish a framework that outlines most of the possible standards and guidelines (whether decisions have been made or not), and includes all of the decisions to date. This framework of all possible standards is an essential element of a healthy standards planning process. It helps people access existing standards, and triggers discussions of new standards by defining empty cells.
The framework used for standards planning should encompass all of the types of standards. It should extend far beyond the set of standards and guidelines already established, to document the many decisions yet to be made.
The lack of a broad framework may indicate a need to improve the methods of standards planning.
