Symptom: People don't believe that the standards are well chosen.

If people were not part of the standards decision process, they may not agree with the choice of standards. In that case, they will only comply if absolutely forced to do so, an expense and unreliable approach.


Another (more generic) way to state the problem is as follows:
Symptom: People don't get involved in setting standards; they leave it to the Standards Coordinator or to a few experts.
