Symptom: The Standards Coordinator has not done a good job of convincing people of the value to them of standards compliance.
People should want to comply with standards, because it makes their job of producing quality products easier. People will not comply with standards unless they believe there's something in it for them. Once of the more important jobs of the Standards Coordinator is to market the value of compliance to both clients and product developers.
If Engineers recognize their responsibility for integration but don't understand the value of standards, then the effectiveness of the Standards Coordinator is in question. The Standards Coordinator may need training in the process of standards planning to better understand his/her methods and contributions.
