Symptom: People are not interested in getting involved.
Standards are constraints on design that makes it easier to support and integrate the organization's products. Its purpose is to allow the various product designers (Engineers) to act independently as they respond to clients' needs, and yet still evolve toward integration. In other words, the primary beneficiaries of the standards are the Engineers.
If Engineers don't understand that they are responsible for their own quality, and their quality includes the concepts of supportability and integratability, then they won't value standards. In such a case, Engineers need to more clearly define their product line, and what aspects of quality are included with each product.
