Symptom: The Standards Coordinator is often distracted with other tasks and is not doing his/her real job.
The Standards Coordinator function may exist, but may not have the time or ability to keep up with the workload. Or it may pursue an approach that steps well beyond the boundaries of the Standards Coordinator function, actually doing other people's planning for them.
The work of consensus building is subtle, as is the job of marketing the value of standards compliance. At times, it's tempting to divert this valuable person to more tangible work like planning the organization's manufacturing infrastructure. Doing so not only dilutes the standards planning effort, but disempowers other entrepreneurs (like the head of manufacturing).
Diversions such as these indicate a lack of clarity in the Standards Coordinator's job description.
