Symptom: There is no group in the organization dedicated to the Standards Coordinator function.

The job of the Standards Coordinator is to drive an ongoing standards-setting process. The Standards Coordinator facilitates consensus, and markets the value of standards compliance.
If nobody is dedicated to this function, the quality of the standards framework is bound to suffer. The framework may not be comprehensive, decisions may be sporadic rather than ongoing, and buy-in may be spotty.
