Symptom: Project priorities are constantly changing.

If people are directed to stop one project and start another, there's a risk that nothing will ever be completed. Even if they do return to a project that was interrupted, the restart costs may be significant. Constantly changing priorities are an inefficient way to do business.
This is symptomatic of a confused priority-setting process, one aspect of the internal economy. It may be that priorities are poorly set in the first place, and hence require constant adjustment. Or if priorities must change due to a changing business environment, the priority decision-maker (purser) must be made fully aware of the subsequent restart costs before making the decision to interrupt a project.
