Symptom: People don't know where to go for help managing large, complex projects.

Even when people are generally good at project management, for particularly difficult situations they may require the help of an internal project-management support organization. This is not a project-management "pool" of people who take over projects. Rather, it's a group of project-management "gurus" that helps people plan and administer their projects.
When such a function is missing, people are limited to their own personal project management skills and large, complex projects may suffer.
